DotNet publish parameters

Record Fields

Record Field	Description
`AdditionalArgs` Signature: string list	Additional Args
`Configuration` Signature: string	The build configuration.
`Framework` Signature: string	Allows to publish to a specific framework
`Output` Signature: string	Optional outputh path
`Project` Signature: string	Project (optional).
`Runtime` Signature: string	Allows to test a specific runtime
`TimeOut` Signature: TimeSpan	A timeout for the command.
`ToolPath` Signature: string	ToolPath - usually just "dotnet"
`VersionSuffix` Signature: string	Optional version suffix.
`WorkingDir` Signature: string	Working directory (optional).
